We just double-checked that and the premium pack should have more files than the free pack. Please make sure to download the right packs. The premium packs should be containing a file folder named "Character basic animation". If there is a folder named like that, then you are downloading the right packs.

The downloadable file is should be a rar format. You can extract it using winrar. The rar file contains 2 txt files and 1 folder. The tileset packs are in the folder.

The tilesets already in 16x16 size and you can find the example in .tiled (using Tiled). Some of them already a-set e.g., sign is 2x3 tile.
E.g., Another example when using the platform has tile 16x16 platform optionally also put tile 16x16 platform decoration on top of it.
